Reworked german manual for now

content: * Added section for IP sheet * Added section for Windows 11 * Added proxy section for Android * Cleared up Chrome section (unnecessary) * Smaller restructuring * Try to write it mostly dorm antagonistic by omnitting concrete IPs in the text (Stusta vs MB) formatting: * removed a lot of forced breaks * removed wrapfigure package and used minipages instead, because it was really wonky for me Still missing: * proofreading * make it look nicer * english version + generation of max bill
