Add possiblity to add voters via a file e.g. a csv file

This feature is important in order to scale up the system for the Hausadminwahl

• Voters can be added via a file containing their data (name, email address) e.g. csv or json file
• Add button to upload the data file on the session detail view
• Name field should be added to the voters class
