English information added for the Great IP Change of 29.04

Added two files telling people what to do: armageddon.en.md and armageddon_details.en.md. Edited the English and German FAQ to link to the files

Still need to add German versions of the files. Still need to add a link in support/_index.de.md to the armageddon.de.md file.
