QR Code Invitation for Offline Elections

Work flow: Instead of sending out emails with an invitation link, the manager should have the possibility to create QR codes which can be scanned directly by the voters in order to allow a fast joining process. Gathering the emails of all the voters can be time intensive. This issue relates to issue #30.

Later on it should also be possible for the voter to create a QR code in order to transfer his vote. This relates very much to issue #32.
