Voters,Elections are now managed in a session scope

We want to reuse Voter logins for multiple elections:

• Voter login is per session/meeting
• Voter can vote in every election that belongs to his session
• Updated management interface to support session scope
• in the management interface sessions are seen as meetings

TODO:

• Open Vote form, actually does nothing
• I haven't checked close vote
• Create Voters form, actually does nothing Should send out emails and create OpenVotes entries, for all elections
• Create election, should create OpenVotes entries, for all available voters.
• Add customizable invitation/reminder email descriptions for sessions/meetings
