Add How-To Page

As discussed in the Adminrat, we want to create a wiki page either on wiki.stusta.de or on vote directly. This page should explain how voting and especially the management site works. It should be explained not only with text but also with helpful screenshots. Furthermore, one should also explain how to create a management account through the stustanet ldap system.
